Job Description and Duties

Under general direction of the Chief of Contracting, the Principal Transportation Engineer is responsible for oversight of contract administration for California High-Speed Rail Authority’s (Authority) program contracts. The Principal Transportation Engineer is responsible for ensuring compliance to all statutes, and Authority policies and procedures; cost-effective expenditures of contract resources and ensuring contractors fulfill strategic and contractual obligations to the Authority for the successful delivery of the high-speed rail project on schedule and within budget. The incumbent oversees the Architect/Engineering, Utility and Geo Sections. The incumbent serves as an expert advisor and provides recommendations regarding contract administration and management to the Authority’s executive team and Contracting Office. The incumbent exercises political acumen and works effectively with diverse internal and external parties, including the Authority’s Board of Directors, the executive team and other administrators, community and business leaders, elected officials at all levels and their staff. Specific assignments include, but may not be limited to, assessment of procedural adherence and quality assurance of contract administration and management standards and policies. The incumbent must have engineering expertise in construction to be able to represent the state in developing procurement strategies and in contract disputes.

Working Conditions

Part-time telework is available for this position for up to three days per week for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.

While working on site, the incumbent works in a professional office environment, in a climate-controlled cubicle which may fluctuate in temperature and is under artificial light. Incum bent will be required to use a computer, mouse, and video display terminal and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities and complete tasks or projects with short notice. Employees may be required to travel outside of their workstation to perform general tasks.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Extensive experience as a Professional Engineer.

• Extensive experience working in procurement.

• Experience with organization and functions of California State Government,

including the organization and practices of the Legislature and the Executive Branch.

• Experience with principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups.

• Experience at the managerial level working cooperatively with stakeholders, both internal and external, and other governmental agencies.

• Experience working effectively under tight time constraints, changing priorities, and the pressure of multiple deadlines.

• Knowledge at the managerial level with extensive knowledge of principles, practices and trends of federal, state and local government review processes, public administration, organization and management, including all applicable federal codes and regulations.

• Knowledge with planning, organizing, and directing the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures, and practices.

• Knowledge integrating the activities of a diverse program to attain common goals; gain the confidence and support of top-level administrators and advise them on a wide range of administrative matters.

• Ability to analyze complex problems and recommend effective courses of action; prepare and review reports.

• Ability to demonstrate leadership and resolve problems quickly and tactfully.

• Ability to demonstrate at the managerial level exceptional written and oral communication skills.
