About the Indiana State Personnel Department (INSPD):

As an agency operating a shared services model, we provide the executive branch of state government with top-notch Human Resources services. INSPD has a dedicated team of human resources professionals working in many capacities, including director-level, generalists, and specialists in each discipline of human resources. Role Overview

The Director of Human Resources serves as a team member within INSPD’s small agency division, which is comprised of ten Human Resources Directors and two Human Resources Business Partners. The Director of Human Resources maintains a portfolio of small agencies it supports. This role works directly with agency leadership to provide consultation for strategic projects and initiatives by analyzing and recommending solutions to human resource issues. While this role does not have supervisory responsibility, INSPD utilizes a centralized human resources business model and the role has access to several specialized consultants who provide both consultation and transactional; including: Employee Relations, Compensation, Benefits, Learning & Development, Talent Acquisition, HR Data, and Workforce Strategy and Performance.

 

The Director of Human Resources assists agency leadership with the creation of a strategic workforce plan, employee engagement survey analysis, and provides human resources consultation to both agency leadership and agency employees on a daily basis. The Director of Human Resources serves as the main point of contact for all agency staff within its assigned portfolio.

 


Salary Statement

The salary for this position traditionally starts at $75,010.00 but may be commensurate with education or work experience.

 

A Day in the Life:

The essential functions of this role are as follows:

  • Oversees and manages the work of assigned human resource staff;
  • Coaches, mentors, develops, and evaluates the performance of subordinates;
  • Advises management on the formulation and administration of plans and policies for human resource activities;
  • Acts as an internal consultant by analyzing and recommending solutions to human resource issues relating to assigned program or section area;
  • Develops, revises, and implements human resource policies and procedures;
  • Prepares and maintains special internal and external reports utilizing HR systems;
  • Answers non-routine requests for information on policy interpretation;
  • Develops, coordinates, and recommends changes for improvement in workflow;
  • Develops methods and procedures for compiling and analyzing data;
  • May lead special cross functional teams;
  • Consults with internal and external managers on staffing issues, succession planning, workforce planning, etc.;
  • Partners with others in HR and operations to ensure best practices and the most efficient customer service is delivered;
  • Assesses organizational development needs of operating, business functional units;
  • May lead the design, development and implementation of programs, policies and strategies tailored to meet OD needs and program goals;
  • Evaluates strategies and programs to measure the achievement of established goals;
  • Manages and develop strategic compensation analysis and initiatives;
  • Maintains project plans;
  • Establishes timelines for project milestones and completion;
  • Identifies, evaluates, and resolves employee relations, employee morale, work performance, and organizational productivity concerns;
  • Conducts, coordinates, or facilitates HR related investigations, pre-deprivation meetings, or responses to regulatory requests;
  • Responds to or participates in the unemployment insurance adjudication process;
  • Maintains compliance with federal and state regulations concerning employment;
  • Recruits, selects, onboards, and trains employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development;
  • Sets expectations, measures progress, provides ongoing feedback, and evaluates the performance of employees. Ensures work adheres to quality standards, deadlines, and proper procedures.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

The ideal candidate in this role should minimally have either 

  • a Master’s Degree and 3+ years of experience, or 
  • a Bachelor’s Degree and 5+ years of experience, or 
  • an Associate’s Degree and 7+ years of experience, or 
  • at least 9+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.

Related certifications and coursework may be considered for education or experience.

  • Broad knowledge of the principles, laws, regulations, theories and practices of Human Resource Management/Administration and Organizational Development;
  • Advanced knowledge of project management principles;
  • Ability to analyze policies and procedures and be able to recommend improvements;
  • Effective communication skills;
  • Ability to work independently, anticipate problems and initiate corrective actions;
  • Excellent problem-solving and analytical skills;
  • Ability to formulate sound recommendations and make appropriate decisions with consideration of potential impact on agency/division/local office or facility/statewide;
  • Ability to effectively prioritize a variety of projects and functions;
  • Ability to research and document findings;
  • Ability to establish and maintain effective working relationships;
  • Ability to formulate policy and manage multiple projects with competing deadlines;
  • Ability to delegate work, set clear direction, and manage workflow; 
  • Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.

This role may provide direct supervision for one or more staff members.
